SYSTEM DECLINES TOP UP APPLICATION

I was a successfulapplicant of a 2012 Sudent Loan Application. on 21 January i telephonically applied for a Top Up to the Loan. All was well and was told that he Loan was provisionally accepted, paper work had to still be sent in. I sent it in. On Friday nght i received an sms saying that the application was unsuccessful. Iemiledtheconsultant requesting written confirmation of the process of being declined. To date, no repsonse. I called thecall centre this morning and spoke to another consultant whoindicated that my track record at other institutions allowed the systemto decline me. My ID number gives an immediate link to ITC, why was i not told that this was the case. I was given information about my increase in monthly payments, initiation fees, etc. which indicated to me that the applicationwas successful, I was unable to speak to the Team Manager as teconsultantwould not put me through to them. Does a computer system now determine our credit worthiness?
