Personal Loan Declined

I have applied for a personal loan in November 2012 and it was approved without any hassles but unfortunately I did not accept the loan in the only 5 days that Absa gave me to accept the loan agreement and told me that I have to re-apply. I did re-apply now in January 2013 not even 2 months later and now the loan was declined! I cannot understand why because nothing with my finances or my expenses changed! I tried to contact and speak with the person that worked with my application's assessment but he is always busy with a client and does not return my calls. I am sure the person that helped me on the phone with my application made a mistake somewhere,

I would really like to know how can they approve a loan and then a month and a half later decline my application???
