Criminals go free due to no action

On the 2nd of October a used my card to book 2 tickets from Cape Town to Durban.
As soon as I received to sms I called the division and reported the.
But kulula was never notified, so the 2 criminals got there free flight and never had any problems.
If the bank had just called them then they could have been arrested, but they obviously do not care about stopping in this country.
I find there non action to be completely unacceptable.
