Can it take 3 weeks?

I am battling to get a claims history from Mutual & Federal now for 3 weeks. Can it really take so long to process? I've gone through numerous departments ending up at management of which I thought obviously will be able to assist. Nothing! How high must I go to get a claims history? CAN ANYONE HELP PLEASE!
