Credit card charged 18 months after original charg

Ryan Venter of Hourglass trading sold me into a stock-tracking programme, I was hopelessly overcharged for what I received but be that as it may I had signed the contract, However 18 months later my credit card was charged again to the amount of R5000.00 (original charge R20000.00, ) I immediately phoned Ryan who was most apologetic and promised me that this was an error and would be reversed. Almost two months later still no reversal... Ryan only answers the phone if I call from an unknown number, then give me a quick "in a meeting will call you back"... My Bank cannot reverse the charge as Hourglass had my ccv number, I have had to lodge a dispute at the bank wait 30 days if no joy then lay a charge of. Lesson learnt... a simple google of the name Ryan Venter and Hourglass Trading would have alerted me to the he is.
