Failure to assist

Good day

i just called Standard Bank regarding my cheque account which is in errears. i moved to another bank but didnt close the standard bank account. i just called now to make arrangements to pay it off and i was told they cant assist me unless i pay it all off told them i wont be able to pay it all off at once. i then asked what can i do because making arrangements to pay it while its still charging me wont make a difference and i was told they cant assist. so my question is if i the bank cant assist me then who should and what can i do to solve this.
