Tax Certificate not out yet

SARS has officially started with submissions for income tax. How are we supposed to start submitting our tax to SARS if we have not received our tax certificates yet? Surely the tax certificates should be available before submission starts just like our IRP5's. The branches do not even know when the tax certificates will be available to customers. This is unacceptable.
