Claim not sorted out since February 2013

My mother put in a claim against her policy in Febuary 2013. We have tried to call AIG on numerous occasions. We actually timed one of the calls - we held on for 30 minutes before we gave up. I have tried to send emails and have received noitifcations back saying that the mailbox is too full to receive any futher mails. I have heard from numerous sources that to claim from AIG is a huge mission. Is this standard practice? What does my mother have to do, at the age of 77 years old, in order for her to claim what she is entitled to??
