Why does it take so long for a Pay Pal withdrawal

I waited 1 week for clearance on a USD Pay Pal Echeck, then I asked for a withdrawal to my FNB account. I was provided with a quote for the forex deal that day and expected the money to come into my account imminently. When it didn't I phoned FNB Pay Pal only to find that it takes 5 days before it'll reflect in my account. How can they justify this? They do the deal and wait 5 days to give me the money? Why?
