No courtesy car until my claim is assessed

I had a motor vehicle accident early hours of Saturday 15 June 2013. I called my insurance to notify them and have my vehicle towed as it was not drivable, which they did after about an hour. I called on Tuesday 18 to arrange for a courtesy car, which I have as an option on my cover and paying for. I was informed I can only have a courtesy vehicle once my claim had been assessed. A claim form was emailed to be and I submitted my claim on Wednesday 19 June 2013. One of the things I was required to submit to have my claim assessed were 2 repair quotations; photos of the damage to my vehicle and the vehicle license disc. All these 3 things I am in no position o submit as the car was towed and not in my possession.
This is poor customer service as I am paying for a service which I'm being denied despite it being clear that I'm in need of a courtesy vehicle. They have my car in their chosen storage facility and yet they expect me to provide things I am in no position to give, which would seem will delay assessment of my claim and in turn delay me being afforded a courtesy vehicle which I'm paying for.
