3rd party claim, damage NOT RESTORED

Good day
My car was badly damaged by driver who hit me from the back.
Therefore I've submitted 3rd party claim to OUTSURANCE to get my ONLY car fixed and fully restored to the condition it was before the DAMAGE.
After I've submitted the claim with all the required documents to OUTSURANCE I was tolled that they are fully liable for the damage and will cover the repair for IT WAS NOT MY FAULT, I just need to go to one of their assessment centers and get a quote.
since then nobody ever called me or contacted me by any means to resolve my inconvenience, the consultant ALDO didn't even replied to the e mails I've sent him, I had to by 2 new tires my self so I can at least go to work, I have never been treated so badly.
On top of that after all my calls and numerous emails to them they have sent me an offer which DOES NOT COVER THE DAMAGE, so I must pay for something THAT WAS NOT MY FAULT?
It doesn't make sense.
Obviously they said that MY ONLY CAR is uneconomical repair and they will pay only 40% of the retail value of my car!!! WHO WILL PAY THE REST?
IT WAS NOT MY FAULT that somebody els destroyed MY ONLY CAR with which I go to work to make my leaving.
