Money debit from account without a policy

I've applied for a "free quote" from these . a quoted couldn't be generated without my banking details (how messed up are that!) got the quote and they were the most expensive of the lot. either way, I DECLINED the quote via email and telephonic. Today (02-06-2013) my account was debited for the policy I declined! this is unacceptable and outsurance won't mess with me. If any debit order are not going off due to their mess up, they WILL carry the costs. I will go to the press and make this public. this is! i haven't signed!
