What happend to CPA

My husband has a loan with direct axis and unfortunatley his contract was untimely terminated, and he has unfortunatly fallen into arrears with his account. Your call centre called him and he treid to make a payment arrangment and was told that he cannot because he will still be blacklisted. He has insurance on the loan and she did not even know if he can put a claim in or not and she was quite adamant that if he does not pay he will be blacklisted. Since when is making a payment arrangment not accepted by any financial service provide
