Still no response from the Manage

On the 24th April, I received your response that a manager will contact me shortly. Today is the 14 May 2013 and still waiting...
No name mentioned, no commitment date made either from your response, clearly this company is very iffy. What kind of service are providing to your so called valued clients? Please clarify the meaning of shortly coz I seem to be puzzled.
