Need permission to use own money at Standard Bank

I opened an account at Standard Bank, Somerset Mall, Western Cape but I cannot pay any accounts via eft
without sending sending a secure message to ask permission to use my money. I managed to raise the EAP (electronic account payment) limit to R12000 per month last month but it is the 1st of the month and I cant make any payments because they changed it to 0 balance without my permission and either I must go into the bank to change it or send another email which they will answer only the next day.
How bizarre to ask permission to use my own money??
