Service Charge

How can Standard bank all of a sudden start charging R9 for printing a monthly statement with no notice, this is included in my monthly service charge. A couple of times in the last month I have tried to go to e statement, but each time the site crashes never actually going through. Also only giving one of my accounts this option. So tell me how can you now charge me when you don't give the service to change over. I don't even want paper statements as it is a waste. I believe it is both illegal and and the bank is us. I wish to be reimbersed and have this done in the correct manne
