No Delivery and empty promises. Please refund me

I placed an order for an Android Micro PC on the 28th of January. Delivery time was promised as 4 weeks. I sent an email requesting feedback last thursday as 5 weeks had passed. Ticket Request #711157. Kershia said delivery will be shortly and she would get back to me. She did not. I called Customer Service today and was put on hold for 15 minutes while they checked. Eventually the phone call was dropped. This is ridiculous. Please refund my credit card immediately as this is bad service and I am not prepared to wait any longer.
