Kulula refuses refund

We had to cancel our family holiday due to my wife being uanble to fly due to medical reasons. Kulula has only refunded me with R490 and not the whole amount. This is against the consumer protection act! We as a family will not be able to fly during 2013 due te the birth of my son during August 2013. Kindly assit me in my refund.
