The scales don't add up

I recently visited South Africa. On my flight from Hanoi to Bangkok and Bangkok to Johannesburg my luggage was under the allowed 20kgs. Despite leaving more than 2kgs of books, papers and gifts in Johannesburg, my luggage was suddenly weighing (according to Kulula) more than 21, 5kgs when I check in for my flight to George. The check-in clerk refused to weigh it on another scale and wanted to charge me an exorbitant overweight fee. I put the difference in my hand luggage as I refused to pay this. The customer counter at the airport said different airlines, different scales?!?! Its a scale! It should be standardized. The email service said the same thing until I pointed out how illogical this was, then they apologized. On my flight from Cape Town to Johannesburg the same happened despite having used a digital scale to check this before. Again I put it in my hand luggage. The clerk got upset by this action and made me weighed my hand luggage - fortunately it was under the allowed amount. Has Kulula now scrapped the bucket of budget airlines trying to overweigh luggage (compared to other airlines) so as to make money on excess baggage charges?
