Faulty boom

I am a regular flyer from CapeTown so I know the airport
Pretty especially the parking.
On this occasion I had to pick up some from arrivals
On Saturday 22nd 16.41 in the p1 30 mins
4.05 the boom for exit on right side would not lift
Waited the ticket finally returned put the ticket back
In the machine nothing. Pushed help someone did
Answer said someone is coming. Waited 10 minutes
minutes went by the guy came out. Said we had to pay 16 rands
He said boom was faulty, I told why do I have pay
I was there before the 30 mins. If the boom is not working
Properly it not my problem
He would allow boom to be open unless we paid. Then then
They had a problem to lift the boom and machine
The airport must had a pretty good day with that faulty boom
