Samsung S4 pre-order - Poor Service

I pre-ordered the Samsung S4 before it arrived on South African soil through Vodacom online and was promised to be contacted by Vodacom when it arrived. When the S4 finally arrived, they did not contact me. I presumed as such that previous orders were being fulfilled first. However, it came to my attention that some people went to the Vodacom shops without pre-ordering and were able to purchase the S4. This upset me considering that I pre-ordered the device. This is poor service! I then contacted Vodacom Sales and asked them to explain the situation. They promised to email Vodacom Online to contact me by the end of day with an explanation. This resulted in more poor service: firstly, why was I not allowed to speak to Vodacom Online directly; why did I have to go through the Sales department first? Secondly, no one contacted me by the close of day even though I stressed to them that they should. Why is this?
