ADSL speed drops

I have 2meg uncapped line. On 8 Feb I reported that my line speed dropped to 0.3Mb/s (201CWK080213). On 11 Feb my line speed was restored.
On 26 Feb MY LINE SPEED DROPPED GAIN (201CWK260213). On the 28th I went to complain at Telkom Kenilworth Centre. On 4 Mar my line speed was restored.
On 22 Apr MY LINE SPEED DROPPED YET AGAIN (550CWK220413) AND NOTHING HAS BEEN DONE TO FIX THE PROBLEM.
Only in this country can companies get away with such service. I was given the runaround the whole week. I went my nearest Telkom branch twice to complain but there is no real authoritative person to complain to. Nobody is prepared to take responsibility for anything and everyone passes the buck. My latest call to the call centre the operator said that there is a problem on the Wynberg exchange and that I must just wait until it is resolved. REALLY??? AFTER ALL ALMOST A WEEK TELKOM COMES CLEAN??? WHAT AM I TO BELIEVE??? IS TELKOM NOT OBLIGATED TO NOTIFY CUSTOMERS OF THIS PRIOR TO THE FACT??? OR IS THIS JUST A FEIGN ATTEMPT TO APPEASE ME??? When I mentioned that I am paying for a service that I am not getting I was told to take it up with their billing dept.???
