Billing not for my numbe

MTN started billing me for a number that was not mine and now they don't want to refund me. I first have to give proof that I returned the hardware and the sim to them, but I NEVER HAD IT!!! This is ridiculous and after being a customer for 8 years I want to move over to any other network!!
