Refusing to supply new sim card after phone

My son, who is at university in Stellenbosch, has had 2 phones in the past 2 weeks. We are in Johannesburg and his contract is in his fathers name. After querying with Autopage at Nicolway and asking what was needed for him to get a new SIM card, I had a signed original letter from his Dad, a certified copy of Dads ID, and an original rates account for proof of residence of the account holder (his Dad) and had this couriered to him in Stellenbosch. Remember this documentation was sent under the advice of a person at Nicolway. In Stellenbosch they refused to give him a new SIM because they needed a lot of other documentation including proof of residence for him who is not even the accountholder. If they checked the account they would have seen that the phone had been reported and there had been an ITC reference no. issued. But, no the kid was sent away with no joy! What is the solution??? How is this kid who runs his university life from his phone supposed to have this matter resolved? I realise that there is a lot of on SIM cards, But can the people at Autopage not use a bit of discretion and see when somebody is honest and trying to do the right thing?
