High Ping and Bad Download Speed

Have had local and international ping skyrocket for the past couple months which has steadily gotten worse, especially after the Seacom 'fix'. Ping has been averaging 700ms local 24/7 lately and no help is given. Download speeds range to about half to even a fifth of what I'm paying for. Blame is shifted from Telkom to MWeb and vice versa every time I call the help centre for both Telkom and MWeb. Tired of this horrible service, there seems to be no point in either calling or emailing MWeb since nothing is being done about this issue. Recent line test is as follows: [URL Removed]
This is supposed to be a 2Mb line uncapped. Clearly this isn't what I pay for.
