BIS NOT WORKING AND NO NETWORK MOST OF THE TIME

FOR THE LAST 4/ 5 MONTHS I HAVE BEEN HAVING INSTANCES WHERE I DO NOT HAVE ACCESS TO BIS SERVICES! I ALWAYS SUBSCRIBE FOR BIS EACH MONTH, MY NETWORK GOES SEVERAL TIMES A DAY I WOULD JUST REBOOT AND USUALLY MY NETWORK WOULD WORK AFTER DOING THIS BUT OVER THE LAST 48 HOURS EVEN AFTER COUNtLESS REBOOTS I AM STILL STUCK WITH NO NETWORK, NOW I CANT EVEN CALL CUSTOMER SERVICE IT SAYS CALL FAILED AFTER A FEW SECONDS!
I SPOKE TO A SERVICE CONSULTANT A FEW HOURS AGO AND AFTER GETTING HELP FROM HIM I HAD NETWORK AND USE OF INTERNET SERVICES FOR 45 MINUTES NOW I AM BACK TO NOT HAVING NETWORK!
IS THIS A PROBLEM THAT CELL C CAN FIX OR IS THE ONLY SOLUTION FOR ME TO SWITCH NETWORKS BECAUSE IT SEEMS THAT THE SOLUTIONS ARE NEVER PERMANENT AND ITS FRUSTRATING NOT HAVING NETWORK / BEING UNABLE TO USE BIS SERVICES FOR HOURS / DAYS ON END!
AND ON NUMEROUS OCASSIONS I HAVE CALLS BEING DIVERTED TO VOICE MAIL WHEN MY PHONE IS ON AND AM NOT ON ANOTHER CALL!
