Waiting for stock advertised for 4 weeks now

I applied for a new contract - it was a special advertised in their booklet - on 16 March. The phone attached to the special (a nokia asha) was not in stock. They said they would call when they get stock. I called today (12 April) and it is still not in stock. Almost 4 weeks for a phone advertised in their booklet is not acceptable.
