Paying for an intermittent service

It has been 2 years since my wife and I first engaged Vodacom about the poor quality of signal in our area. Poor AT BEST! Often there's no signal at all. Vodacom always SAY the right things, and on the surface portray that they care about their customers by listening to the issue and promising a resolution.

However, after 2 years it's evident that this is nothing more than lip service as they DO nothing to actually fix the issue. 2 YEARS?!? Seriously?!?

In the meantime, Vodacom are quite happy to keep charging as if everything was just peachy. I guess Vodacom has to do that so they can pay for all that advertising, PR and sponsorships to try misdirect the public's attention from the reality of what a rubbish service they provide. How about using that money to address the shortcomings in your offering Vodacom, and then your value proposition will speak for itself instead of you having to hire and pay people to tell us how wonderful you are.

As far as I'm concerned I'm being charged full price for a service that Vodacom only provide intermittently and to me that's unjustified enrichment and breach of contract. I bet I'm not the only one with this issue..
