Charged for call out

The following Dispute was logged after I received my telkom account, no one has responded on this how can I be charged for a Unnecessary call out if telkom actually told me that there is problems with the lines in my area. I had a IT company at my home to test my line and was told that the line runs on 6 Desi bells only
Dispute request recieved from PORTAL: Amount=202.25, AccountName=MR. WH, FOURIE, UserName=EnterprisePortal, ContactKey=CBS35253595-195595, Comments=I am being charged for 202.25 for a call out that according to you was Unnecessary after I was told that telkom has problems in my area, I never received a call that anybody is coming to my home, there is no one at home during office hours. if telkom's Technicians can't do their work it is not my fault a sms was send to me notifying me that the problem has been resolved and i replied that my line is still not working after this sms i received another sms that the fault has been resolved I will not pay the charges and please take this off my account and make sure off your facts before invoicing your clients for something that is Telkom's problem, MessageId=PORTAL2013032310163680429489 Wendy Jordaan-Cr a
