Paying for the wrong product

I took out a contract with cellc and they delivered a phone which I didn't want. I called them and they changed the phone, but they still billing me for the phone I returned. I''ve been calling them so many times and they telling me that they will call me in 48 hours to resolve the issue and I'm still waiting for the call.
The phone I returned is a Samsung galaxy tab which is R479 on contract. I have a Samsung galaxy S2 in my possession which is R220 on contract. So that means I'm paying R259 extra and that's a lot of money to part with.
