Slow international

Since the telkom network upgrade on the 1st of February 2013, my international speeds are very slow as from 6pm to 10pm. Speed test barely reach 500kbps. Before the upgrade I could get up to 1.7mb for international speedtest. What happened telkom? Please fix this ad the service is becoming unusable.
