Shocking Download Speeds

I have a Capped 4 Meg line that takes over 4 hours to download a 500mb file. When I call the international server gets blamed, we reset ports, restart routers but the truth of the matter is that you actually don't have the international bandwidth and you don't tell the customers this upfront, instead saying that the line speed is correct but access is throttled by your lack of access to international pipe (actually you are busy upgrading this and it may be finished at month end). Yet you continue to charge me top end rates for a service that I am not getting and when I want to leave I have to give 3o days notice. You are not delivering on your promised product. If I have to wait hours for a download I might as well go back to a 2meg uncapped offer and save myself thousands of rands annually. So please stop charging me if you cannot deliver and don't advertise falsely as fast internet when my experience shows that its faster in Senegal where they don't have tarred roads than it is in Cape Town.
