3 Month waiting period

I applied for a new telephone and ADSL installation on the 7th of March with Reference number 74442044. On the 11th of March they informed me that a tentative non committed date of installation is the 15th of June 2013. On closer inspection the Telkom Shop in canal walk told me that they cannot provide services in my area as it is at capacity and that they are planning more infrastructure in future. I cannot for the life of me understand why I have to wait more than 3 months for this service. Surely there is someone that can help me or give me proper information. The excuse sounded very generic.
