Telephone line installations refused

Telkom have refused to install a telephone line and ADSL to my home.
Their explanation is that there are repetitive cable thefts in the area.
What I cannot understand is that there are people all around the area with telephone and adsl lines installed, so what is the real reason?
It is ridiculous to me that Telkom is the only company that can provide this service.
They want monopoly on the telecommunications in South Africa but cannot, or will not, provide the services that are required.
I've waisted time and money on this application and now I am refused the installation and told to go wireless.
If I wanted wireless I would not have applied for ADSL!!!
