Decactivated BIS which I have paid for-no refund

I recently converted my cell c top up contract to prepaid but the previous day i bought BIS which is not part of the contract. They deactivated the BIS which is one day old and does not want to refund it, their reason being that I did not specify I want to keep it. Does that make sense? I am still using the same number, still on Cell C band jus activated my BIS but needed to tell them that I want to keep my BIS. If it was an issue they should have asked. If I do not get my refund I will be porting to Vodacom as soon as my bIS has expired.
