Failure to supply telephone lines or ADSL

I have been trying to get Telkom to let me know when they will be repairing the telephone lines on our road. Even though we are on a farm 12km outside Rustenburg, there are telephone lines running nearby, but they are not maintained, some of them are just lying on the ground. When i ask Telkom when can i get a line and ADSL they say there is no ADSL for my area, though, Sparkling Waters and Wigwam, both within 5km range of me, have ADSL. We on the farms battle with 3G reception and it is exceptionally expensive to use. Therefore we want ADSL and telephone lines, for better pricing, safety in terms of being able to use the house phone in emergencies when there is no cell phone signal. Telkom dont care, just tell me, they cant tell me when they going to sort out the lines and when ADSL will be available. Should these services not be available to everyone in the country that is willing to spend the money?!?!?!
