MTN FAILED TO DO MY DOWNGRADE, DESPITE ME PAYING

I have been a loyal, contracted customer with MTN for over 7 yrs. and I have spent to-date a TOTAL OF over R100 000-00 on cell phones bills for poor service and failing to downgrade my contract. Before the 18th August 2012, I went into the MTN store in Cavendish, Cape Town and spoke to one of their staff, Lloyd.
I told him that I want to downgrade my cell phone contract. He told me that I needed to pay an amount of R3, 136.65 upfront Migration fee. On the 23rd August 2012, I went into the MTN store & over paid in cash (R3, 200-00). I was assisted by Lloyd again. He completed my Migration Application form for a down grade on my cell phone contract. He told me that the downgrade would take into effect either by the end of Sept 2012 or October 2012 as it can take 30-60 days. When the end of Sept 2012 came, my cell phone contact hadn't been downgraded from a R1, 500-00 monthly subscription to at R399 subscription. I went back to Lloyd to complain and he told me that it would now take affect and be downgrade by end of Nov 2012. Towards the end of last year, 2012. My cell phone contract still hadn't been downgraded as per the empty promises. I continued to pay my bills from August 2012
