No BIS due to network congestion

My Blackberry service has expired and loaded my R60 airtime followed the usual steps to complete my BIS activation; this was just after 9am this morning 26/02/2013.
Half an hour later i checked my phone because ther was still no service, and it never use to be a problem for me, I decided to call mtn, I spoke to a lady by the name of Bianca, she tried assisting me and what seemed to be the answer was reboot my with taking out my battery ect. an hour later still no service and I called again them spoke to a guy who convinced me oh he knows what the problem is and it will be sorted immediately, after a hour still nothing by this time my patience has run out, its early evening and im calling 083155, a number given to me by the 4th consultant to have my problem solved, i finally got through to another consultant dont even know his name but then he sounded a bit aggravated by my questioning of mtn not realizing this problem sooner and why if they have this problem, specifically with activating peoples BIS do they still take peoples money for services they cant provide or are inadequate in providing. My concern is do I switch to a different network.
