False advertising, or gross incompetence?

I took out a contract for the Vodacom LTE service, after checking the coverage map for my area. Map showed full coverage on the LTE network. When I connected the router I could not get any LTE signal. Got shoved around from department to department to get the system working and even spent a further amount on an external antenna on the suggestion from the Vodacom staff that this might solve the problem. They also added that I should at least get 3G anyway. I did not buy this service for 3G coverage, I bought it for LTE! I logged several faults with their network department only to be finally told that actually there is no LTE in my area! How is it that Vodacom can advertise this service for my area, when in fact it does not exist!! How can they let me sign up for a service for 24 months when there is no signal. Is this false advertising, can it be seen as, is it a matter for the Consumer Commissioner, it definitely is gross incompetence by the Vodacom staff!
