Slow international speeds on 4Mbps ADSL

I signed up with Cybersmart on 12 Feb 2013. These guys got the line activated and account setup pretty quickly and initially I was impressed how quick everything went. Then I turned on the internet, and WOW, it's like using dial-up. I cancelled my iBurst account to move to these guys, and the 4Mbps uncapped solution is slower than the iBurst 1Mbps solution. I get a maximum of 100kbps up and down, if lucky. I've sent through various correspondence and tests, but to no avail. I would like a resolution on this, because it's impossible to get that sort of speeds and be expected to pay for it. Please advise Cybersmart.
