3 Months no service

My ADSL line is a 4 meg speed but the line tested not even as a 1 meg line for the last few months. The report is been reported more than 50 times with no joy the last 3 months. Till today no technician attended the problem, the jobcard only get closed with not even attending. Here is a reference number 702ctk200213.
We pay about R800 estimated for a 4 meg service but got robbed as we only use not even a 1 meg line.
