ADSL Problem not solved

We have a 4Mbps ADSL line. Our ADSL line speed slowed to a horrific crawl on Wednesday, 6 November 2013. Speed is .82Mbps Download and .35Mbps upload. Reported Friday morning 8th Nov. Spent almost an hour on the phone with a helpful technician. Synch'd the line a couple of times, rebooted, restarted hardware. Technician referred us to another ADSL technician. Similar procedure. The port was reset. Unable to fix the problem, the technician logged the call for us for a service technician to come see us. No change by Tuesday 12th Nov. Called Telkom. Same runaround. Unplug your modem etc etc. They said it would be attended to. (Never a follow up call from them). Phoned Wed 13th. Was told that the problem has been fixed. It has not been corrected. Same runaround. Restart modem etc. Do these people think we are all? Funny, my speed is now .14 Download and .16 Upload. This is not a play play line. We transfer huge volumes of data daily for clients.
