Internet connectivity useless after 3 months

Ive been complaining for over 3 months now about my slow internet. i get around 20KB/s everyday on my 4mbps account and 4mbps line. when im lucky i get 100KB/s which happens about 10% of the time. my user account is m4269810. please forward this to the smartest most competent senior network engineer so he can have a good look and give me a proper answer. mweb blames telkom. telkom blames mweb. when telkom is on site with their router and equipment i get full speed. i have replaced the router 3 times and all other ISP accounts works fine. i have a couple of adsl account through mweb and they all work great except this one. please get back to me before friday 22 Feb 2013 or i will have to cancel my account. Thank you
