BIS issue paying for nothing

I recenetly did a upgrade on a blackberry thinking by getting a new blackberry i wont have ISSUE's with BIS. Well sadly the same is happening, i pay a BIS fee the phone is under contract but yet my BIS always have issues or it doesnt work, this is pathetic. I call to the call centre and they change my phone setting and BIS only works for 10min and goes off again. I need to call the call centre everytime to make this right and hold on for 60mins before someone can assist me. I honestly am not happy with vodacom service. Please could some one get back to me as i would like to use my BIS seeing that i get billed for it. THANK YOU
