Internet softlock

I was alerted by Autopage MTN that my internet account was very high, when I phoned them today to arrange that the account must be softlocked when it reaches a certian amount I was advised that it is not possible to do it on a data contract but only on a voice contract.

How can a data contract not be softlocked?
