ADSL network still party congested in Stellenbosch

Logging/escalating faults on Telkom's website got me nowhere for this congestion kind of fault.

I was pleasantly surprised with my previous HelloPeter complaint (less than a month ago), where the issue was quickly (but unfortunately only temporarily) fixed.
My fault & escalation numbers are: 91AWK250413 & ARS 226058

On Wednesday 8 May at exactly 15:00, the latency suddenly shot up from an average of about 15ms to 500ms-1s. Here's the proof of that: [URL Removed]
The latency and download speeds vary quite a lot during a single day.

The reason why I said "partly congested" in the heading is due to many people in Stellenbosch having perfect ADSL connections and others (not even in the same suburb) have terrible latencies.
Also, my neighbours in the same flat complex are unaffected.
