Charged for a canceled account

In December of 2013 I upgraded my Internet Package from a home one to a business one. Mweb failed to cancel the home package and in January 2014 billed me for the old one as well as the new upgrade.
I called the billing department and was assured that they would respond to me and sort the matter out by the end of the day. I sent emails to the cancellations department (last week and this week) and have received no response.
I have been a customer with Mweb for many years now, but I am very disappointed with their lack of customer service and response.
I would like a refund of the amount charged and the account cancelled immediately. It was already supposed to be done when they upgraded me.
