Promise but dont deliverd

In Jan i wanted to cancelled my contract with vodacom because i could have got a good deal some where els. on the 1 jan 2014 @ 11:30 the lady over the phone said she can give me the same deal.

the smart s with the s4 100 min and 1 gig of data for R 389 a month.

that includes caller id.

so the smart s is 75 min 200 sms and 200 data.

so on the 1 that's today i should have received for R 389 175 min 1.2g and 200 sms.but i received 75 min 200 sms and 200 data. if i know i would hade cancelled the contact Pieter do you think i can just disport my payment and refuse to pay?? because i don't want to pay that then they can take there contract and eat it
