Line installation delayed

I've contracted an Internet package with Telkom (called simple) on January 14th. In the leaflets from Telkom is well advertised that they do installations in 5 working days. However, all I've got was a phone call asking me for the telephone number of a neighbour. I didn't have any number at the moment so I ask to call me later. She never called back.
When 10 working days have past I've contacted Telkom's customer service - which gave me a ticket number for the reported issue. In 2 days got the following answer:
"Kindly be advised that your request has been forwarded to the relevant section and they will contact you."
and at the same time another email saying:
"According to our records, your request has been resolved"
To make this complain a constructive one I suggest to:
1) Don't advertise/promise what you cannot deliver. I was suppose to get Internet at home in 5 working days. It's been more than 12.
2) Do not close tickets till they have been properly resolved. I can understand that the issue is pass to a different department, fair enough, however we - the clients - would be a lot happier if we get a new ticket number knowing that it's really being taking care off.
