No response - almost 4 months with poor reception

I have been struggling for 4 months now. I have spoken to numerous team leaders and all promise the same thing, we'll call you back but never do. the last encounter 2 days ago I requested to speak to someone higher like an operations manager and guess what they were conveniently in a meeting and they would call me back later that day... still waiting. I have had the success of an engineer visit my place just to tell me there is a problem with network in our area, which I already knew, and then nothing from there. I am still struggling with 2 contracts mobile and data, that do not work for the intended purpose for which I have bought them. I have since installed WiFi at my house at an extra cost as the internet and even voice services never work or is very slow where I live. COULD I PLEASE GET SOMEONE HIGHER THAN A TEAM LEADER TO CALL ME before I go to the ombudsman and local news paper as I have been more than patient with this matter...
